Vacation policy misuse

Hi

this game is going on for 3 months and my opponent plays only 1 move every 15 days. it's very frustrating.

He is using this strategy in all of his daily games, he is playing hundreds of 'daily' games and making his opponents frustrated to the point when they resign. 

isn't it misuse of vacation policy? what to do?

Already reported few times. And got standard reply "we have taken action which may include warning/banning.... " but nothing happens. I don't think I'm the only one would be reporting him, he is doing this in hundreds of games. He only plays daily games and almost all of his wins are because opponent either resigned in few moves or got uninterested and forgot to play. Chess.com should take some serious action like suspending him rather than just warnings.
