I’ve got at least 4 games on timeout, how many are experiencing this frustrating option, it’s like there using in hopes of a resign.

I would assume people legitimately forget about their daily chess games. There's a lot of things going on in life! 
I can understand it's frustrating though. I suggest you just look at it as an eventual win 
If it is a match then they do not want to be the first to lose. If they are losing they do not want to finish and affect the match score and demoralise their teammates and invite inspection of the offending game(s). Premium members go on vacation automatically. I forgot once and went on holiday with no device and panicked but the system saved me. Three months per year is excessive and it should be changed to one month per year.
