Are you trying to set up "online" games with a 3 hour per move time limit? How would that work? Don't you ever sleep more than 3 hours?
There is no way to set up that time control, unless you do G/90 ( if you mean 3 hours total) in Live.

When you click ( start a new game ) there is a drop down to choose your speed of play. ( player move speed ) So why is it there if it doen't work.

I just looked. As far as I can see, there is no dropdown option for 3 hours. The shortest option is 24 hours.
Please show us a screen shot of the 3 hour option.

Maybe you are talking about tournaments?
If so, that option is average time per move and doesn't require that players actually play that fast and isn't a time limiter. Generally, people that have a low time per move do make moves quickly but that stat can be really low if they have a lot of games going and still only move once a day (once every 24 hours) in each game.
The fastest time control in correspondence is 1 move a day.

Yeah, that says Days Per Turn which the fastest is 1 day per turn, or 24 hours.
Oh, misread that. The option you are seeing is just like the tournament option. You are requesting someone with an average time per move statistic, listed as Player Move Speed, of the time you choose.
That does not change the time control of the game, which the fastest is 1 move per day. It just gets you a person that has a faster average time per move but they can still take the whole time control to make their moves.
People still need to sleep: it's just that they can play several moves together and reduce their average time per move. I often use conditional moves, and I was surprised to see that my average time per move is 22 minutes - maybe that's why I make so many blunders
