Was just wondering how one might be awarded the GM title?

From what I gather from googling is the Title magically appears in your backpocket! once you meet all the requirements!, but in all seriousness dose anyone know how the Title is given to a person eligible to become a GM?
Only thing I can think of is just a certificate been mailed to your address.
