What are USCF rules concerning cell phone disturbances ?

This is unusual, but it depends on the tournament director.

 

I have yet to (and will not probably not) read all the six pages of the discussion, but it has probably been answered somewhere there.

I do agree that cell phones ringing at tourneys are a nuisance.  The announcement about shutting them off is good.  But for some there is a middle alternative, require that they are set to no audible ring or vibration during the game. There are some people that need to be connected to their phones such as medical people and first responders. Perhaps if u get a silent ring you should be required to leave the room for your call with the time counted against your allowed playing time. Maybe a designated area just outside the tourney room where people can take their calls on the above silent ring suggested.  There is another danger as well, people could use their phones to cheat by calling for advice while sitting on the can.  Hard to get rid of dishonest and cheating players as they rarely get caught. Cell phones should not be allowed in the tnmt hall at all. 

A chess tournament, like any sports event (for the participants), like any major exam, is not the place for a cell phone.

If a player is a medical professional or otherwise on call in an emergency capacity, they should notify the arbiter/TD and give them their cell phones.

My favorite occurrence during a tournament:  A guy's phone went off and he says "Hey Joe, what's up?"  "Not much just sittin' here at a chess tournament , got a tough game going, what do you want to do tonight?"  "Hey did you see that TV show last night?", etc., etc, all in his outside voice.   When the TD came to him, he told him, "Can't you see I'm on the phone?"

     This is an old forum. As of 2019 USCF policy is that no phone or other device capable of running chess analysis is allowed in the tournament hall. There is a provision allowing devices that can record moves but have no analysis feature.

Last time I played with the USCF they did not have anything that regulated that sort of thing. They're a backwards organization when it comes to these basic rules, don't know what to tell ya.
