I always try to at least give a "Good luck and have fun" message, but very rarely every receive a response.

I usually say "I accept your resignation" I either get a laugh or they just awkwardly stare. Bottom line is I get in their head, lol

I usually say, "let's have fun!". I don't want my opponent to have good luck, so I don't wish them good luck. I do want us both to have fun.
If someone wishes me good luck, I thank them.
I say stuff like ' I beat dogs with people like you' or ' you are the reason I carry a knife, don't try any funny crap with me' or when a guy tries to shake hands and say some stupid thing like ' have fun' I say ' what did you call me!? What did you call me!? ' and then spit at his hand.
Good Luck! If I my opponent lives in another country than me and I've visited it, I say so. Today I begin two games against a Canadian and will point out I completed my graduate school education in Chemistry at the University of Toronto.
I've seen "Prettige partij" (which I believe in Dutch is have a good game).
