Well,, it is very very poor by white. 2. Be3 is awful. The bishop on e3 is playing the role of a pawn and furthermore blocks the e pawn from advancing so that white will have developmental problems. h4 is hopelessly optimistic and Rh3 is a total blunder (black can win the exchange with Bxh3).
From black's perspective it is quite good but black would be very very lucky to find an opponent that played this badly.
