#1 Nobody ows you a rematch. Maybe they analyse the game instead of playing another one.

First off, you shouldn’t resign games that are lost, or offer a draw even if you think it’s a draw. You wouldn’t gain experience if you end the game earlier than normal. By the way, dropping a pawn on move 97 is your problem, which exposes your weaknesses that you can’t play an endgame. That’s ok, you can learn not to make the same mistake again. If we had 500s making a draw offer in a “drawish position” in a blitz game on move 20 against a GM, of course the GM wouldn’t accept the draw. Play things out, and you’ll become better eventually.
I think there's an argument to be had that if you play a short blitz game against someone as white and win, you owe the person a rematch as black.

I only rematch people -50 +50 unless I feel like I will gain something out of the experience. Sometimes I don't have enough time to do a rematch for say rapid.

It’s extremely telling that you call others out for a “lack of decency” yet you immediately assume the worst in that they refuse a rematch out of cowardice or a lack of etiquette, despite knowing nothing of them personally.
Many people play Chess on their break at work/their recess at school.
What if it ended? Should they still accept a rematch?
Some people play on the toilet.
What if they have to wipe their a$$ and then go do something else with their lives?
Perhaps they just played a blitz game to pass the time while their food was heating up?
Should they postpone their meal for a random person on the internet?
Maybe they find an opening you play to be boring, and want an opponent who plays more sharply?
Or perhaps they want to analyze the game so as to actually learn from it, as opposed to playing another one immediately?
Should all of the people in these aforementioned situations or other similar ones just drop everything in their lives to entertain you for a few extra minutes?
If you answered yes, then you’re a narcissist.
Regardless, they don’t need an alibi to not grace some fool that they have never met before with a further investment of their precious, limited, time on this planet.
It’s not a matter of them lacking decency, it’s a matter of you being a petulant brat in thinking that the sum total of humanity should bend over backwards to placate your arbitrary wants, which in your mind you’ve misconstrued as the universal standard of human ethicality.
You are not the arbitrator of right and wrong, people can be perfectly “proper” without conforming to your subjective views on what constitutes a decent human being.
The only thing that you’ve demonstrated is that your head is so far up your own a$$ it’s now reemerging out of the stump of your neck.
I apologize for the barrage of insults, but I’ve grown tired of this self righteous attitude.
The decency of players has declined considerably. Most people appear to only play for the points. 90% will only rematch if they win. The second they lose they run away which I find really sad. I used to enjoy playing a handful of matches against the same person, no more unless it's very uneven and they win all the time.
