To be a titled player, you have to have an official title and ranking (FIDE), which means in person, over the board competition, which means, no cheating. This website simply puts their official OTB title up in their profile... it doesn't hand out titles.

If chess.com has a reliable way to link the two accounts to one person, then they would ban him unless he has gone through the required petitioning process to get a second chance.

That is not what I was addressing. I am not talking about titled players cheating on this site. I was talking about a previously banned user without a title getting a title later through FIDE and then trying to own up to their mistakes and get back on chess.com the honest way.
