Negative ratings are fine, since the system only cares about the difference in between players, and then updates a rating up or down, but there are artificial floors like 100 at chess.com that prevent it.

If only non-idiots were playing you wouldn't need floors, but as you can see, a lot of children are interested in losing games on purpose.
