The handshake is a symbol of respect to the game and if someone is not willing to shake hands based on nothing more than disliking the person then they deserve to be penalised. It shows disrespect to chess as much as it does to the opponent and it makes you look weak so is a bad idea strategically. Chess is like Poker and you can't give anything away.
Reanne Evans went way down in my estimation after her reaction to Mark Allen during a professional match. They were separated at the time and were going through child custody matters but that was no excuse for her attempt to embarrass Mark by ignoring his offer of a fist pump. She is the best female Snooker player in history with 12 world titles alone so for her to do that was incredibly petty and reflected badly on Snooker.

Not only should you shake hands, but the top 100 must submit a personal handshake to identify themselves like these kids.

What if I have a rival whom I don't really like much in real life and I don't want to make a handshake with him and I refuse the handshake. What can fide do to me? Will the ban me like they did to sergey? Can my opponent complain about it to arbiters?
Handshaking isn't part of chess rules imo. This came in around the last year I was playing tournament chess, less than 25 years ago. The T.D. was requesting everyone shake their opponents' hand. How completely childish and bad mannered!
I complied at the time. Perhaps I wouldn't now. Enforced politeness is false.

Having discussed several recent cases in different chess tournaments where the attitude of players toward their opponent or officials, journalists etc. was not acceptable under conventional social behaviour, the FIDE Presidential Board – at the suggestion of President Ilyumzhinov – decided on setting up strict rules regarding such behaviour.

Regarding a more comprehensive set of behavioural and ethical norms to be followed, FIDE Ethics Commission and the Arbiter’s Council are to elaborate guidelines for the players. The guidelines will be published on the FIDE website.
This ruling came out some 16 years ago, after an incident between Ivan Cheparinov and Nigel Short.
That ruling is wrong. There may be legitimate reasons why you dislike a person you are playing, so it's deliberately humiliating. It works both ways.
This evening I was playing a match at Nigel Short's original chess club which was actually set up for him in Atherton. I knew a lot of people who had played him many times. Was he well liked? That's a question .....

Always be a good sport & shake hands. Don't take joke advice about wiping something on your hand 1st or gripping the opponent's hand real tight (if he knows to extend his first finger he'll never even feel the excess pressure). You don't have to like this player but if you like chess then shake hands. 🤝👍
