I was called an ELO cheat, I’m relatively new so I don’t know what this means. Does this mean the person thinks I’m better than my rating, or that I’ve boosted my rating above my level?

It means you played a troll. You are rated 325 in rapid. Your opponent was probably rated something similar.
They probably say that to everyone who plays an apparently non-random move.
