It isn't so easy to explain, but it has to do with a calculus curve and statistics as elo can be applied over a standard bell-curve. Since it is tricky to explain to less math-people, that is why chess.com created "accuracy" (CAPS). It isn't a perfect system, but I like it and IM @DanielRensch explains it well here:
