In my opinion it would be better if in chess do not exist draw offers. They can draw only for stalemate or insufficent material or 3 times same position but abolish draw offers: in this way fight and fun is sure.

Answer: The Participants. At minimum a large factor.
From Gods Lips to your ears: GM Alex Yermolinsky. See: https://www.twitch.tv/videos/341213863
Starting at about 15.50, but please take the time to watch the whole video. Alex sums it beautifully. He is a little bit older than me, but I can relate to his generation quite well.
Perhaps we should consider the title to be vacant. I mean that. It doesn't mean much anymore. At least not to today's generation of players who evidently have no sense of history at all. Carlsen is barely communicative at the best of times and Caruana is the very definition of political correctness, always giving the response most expected of him. I hope I don't sound overly harsh, but his responses are so nondescript, I find myself forgetting what he said almost immediately after he says them.
Anyways, they will both collect their money for this "match" and the audience be damned. Carlsen said himself. He simply doesn't care. He doesn't care about the audience, about the sponsors, about the title, about its history, about much of anything that I can see. It is just sad.
We haven't had a Champion that understood what it meant to be Champion since Garry retired, with the possible exception of Kramnik.
