I have a Glicko RD of 45 is it good or not

Your RD just indicates how accurate (or how approximate) your rating is.

A low RD means that your rating is quite accurate. A high RD means that it's little more than an educated guess.

Glicko RD is 111, so mine is more of a guess. I believe that, I don't think I'm anywhere near 1900. Just guessing, of course . . .

current rating ± (RD×2) = your range of people you should be playing. Example: My rating is 701. 701 ± (64×2) = ±128. So I should be playing players ranked between 573 and 829. Roughly ±150.
