It would be losing via 3. Nxe5 Qe7 4. Nf3 Qxe4+ 5. Be2, where although White is not up any material, the advantage is still +1.98, at least according to Stockfish.

i meant losing by force and not positionally worse. the irish gambit is worse because you are simply giving up a knight without enough compensation

Well, if 3. Nxe5 fxe5, Qh5+ is winning by force for White. If g6, then Qxe5+ wins the rook and if instead Black plays Ke7, 5. Qxe5+ Nd7 6. Bc4+, Black either gets checkmated or loses back the material with interest.

Matrix, you may be right, but the positional advantage that White has is so great that Black is worse in the Damiano Defense than White is in the Barnes Opening.
