Yes but see lichess offers the LM title only to people who play like elite, beat many GMs and are possibly streamers,

If I can adopt a master, (I can beat samay 10-0, pretty sure, he is 1400 but he is weak), I cant adopt any 1400 but Samay is an exception LOOOOOL, then even I should be called a master but at the end of day I am unrated.
