If you play all theory, then they blunder or fall for a trap and resign, you will get over 99.
If you play the whole game in a known opening trap, it would be 100% So mine would be 100%

Yeah, for mathematical reasons it’s impossible to get 100. Even if both sides play all book moves and one side resigns for no reason, I think you get a message like “can’t analyze game” or some such.
Don’t know, maybe something above 98%

A couple of points:
1) High accuracy is easier in short games that are almost entirely book. Scoring 99% in a 10-move or 12-move game is nothing special.
2) High accuracy is easier to achieve against inferior play. If the opponent leaves a Knight en prise, it doesn't take Magnus Carlsen to realize that capturing it is a good move.
Having said that... my highest "legit" accuracy?
Probably this game: 98.4% in a 32-move highly tactical game against an opponent who also played very strongly :
Mine is around 90
