What openings are good for beginners?

Konstantin Sakaev and Konstantin Landa in their manual on positional play recommend that players under 2000 play 1. e4, to emphasize the importance of tactics, rapid development piece play. 1. d4 emphasizes more strategic and pawn structure-related elements, which are important for high level play, but they recommend that young players learn the tactical side of chess before they learn the strategic side.
Trappy openings might be fun (King's Gambit comes to mind), but they might create some bad habits (where players look for and memorize traps more than they try to understand opening principles, for example). For those reasons, Sakaev and Landa do not recommend those openings.
As tygxc indicated, probably in response to 1. e4, 1... e5 is best. And in response to 1. d4, 1... d5 is best.
What openings are good for 1200-rated players?
