Tails or Shadow

I would think Shadow or Tails. You could argue that Eggman would also be good at playing chess due to his high intellect, but with his focus on wanting to prove he’s better and fixating on particular opponents, I think he would have difficulties with chess strategy. Tails is of course, boy genius, and with his wide array of intellectual prowess, it would make sense if he was an exceptional player, BUT he has not been shown to be a particularly strategist as far as I know (though still better than Sonic), so he would definitely be a higher level, but probably not Hikaru or Magnus Carlesen level. Shadow, I head canon played chess with Maria and Gerald Robotnik so he’s totally a grandmaster (I mean, look at my pfp). Or if I’m being serious lol, I do think he played with the ARK Robotniks and with his 200 IQ is definitely incredibly good at chess, but I don’t think he has the ability to keep his cool enough not to be distracted. There’s a possibility he would have difficulty sacrificing pieces because of his in-built need to protect (The Queen reminds him of Maria.. /jk). Also Belle The Tinkerer from the IDW, as she’s a friendly wooden puppet, I’m pretty sure her code allows her to be a master at chess, though she gladly play weaker to make it more fun for her opponent. Hahah I wrote a stupid amount here sorry. I have a Sonic problem. (Also Sonic Boom! Knuckles is certainly the best chess player to ever exist. It’s just a fact of life and no one can convince me otherwise)
