Whats better 2p+2p or 3p+1p?

Quite often the situation arises where you can choose to get 2 sets of 2 pawns or a set of 1 pawn and 3 pawns. Which is theoretically better?

Here's a common example. I left out all pieces. Ofcourse it totally depends what the piece can do after the take. But lets say that it can do very little. Then do you prefer the 2+2 or 3+ weak single pawn?
