Yes, there are some automated processes that can close accounts, in addition to manual staff closures.

a couple of banned account that’s were heavily cheating are active again. Indicates that chess.com cheats its users!

If it's the original account, then they appealed and staff decided there wasn't sufficient evidence for the closure. If it's a new account, it is likely a second chance account.
