When does my rating change stabilize in terms of Glicko RD?

Just saw my chess.com api link and saw that I had Glicko RD of 56, 31, 19 for rapid, blitz, bullet.

I also played a rapid game a few minutes ago and realized my rating changed by 9 points, even though the opponent's rating was lower than mine.

Which made me question - at what value of Glicko RD does my rating change stabilize - that is, change by 8 points when met with similar opponents?

The ratings equation is actually pretty complex. Because of that, I don't think it is possible to give an answer to your "what value of RD" question.

Your RD is part of the rating equation. Your opponent's RD is also part of the equation.

That said, the RD on your bullet rating is pretty low at 19. I would guess that most of the time, the ratings changes for similarly rated opponents are less than 10 points.

Your rapid RD is 3 times the size of your bullet RD. That means that the ratings are much less certain and the resulting ratings changes will be more rapid.
