When you get a winning position is it good to offer draw so that your rating don't increase?

This is a very helpful read. I found myself in the same position due to an entirely different reason—the opponent was making obvious blunders like hanging pawns and pieces—and I thought it would be better to finish the game asap and move on to playing stronger opponents.
