Where can I get a database of amateur games?

Master games are saved and studied. Where could I go to download 1000 games by players rated 1000 to 1600?

I've never seen a database of just dodgy games but a few contain large numbers.

 

Choose the "Big Database" to find non-master games, mixed in with the master games:

That is what I'm after. So all our games are saved, and we can look at our opponent's game lists? Is that a premium feature?

As for not being played at tournament level, that just means I should search a few hundred rating points higher, and their blitz games will be played at the rating strength I'm after.

When you go to someone's home page, you can look at their game archives, can't you?

Higher-status members than me can look up someone's entire statistical opening data set. If you think that's worth paying extra for, go for it.
