I'm not sure about Anarchy Bot (I'm guessing it's similar), but Google En Passant Bot was created by the community via a series of Reddit posts.
Where did the creator bots (Anarchy Bot and Google En Passant Bot) come from?

I heard that they were creators, but I don't know they were people. They said Anarchy Bot was from France and Google En Passant Bot is International. But what was those people? They are creators but what I looking other creators was people or humans I say. So how those Anarchy Bot and Google En passant Bot come from? Where were they created? Are they people in real life?
