Rook, then I think bishop because you can checkmate with 2 bishops but not 2 knights.

It's obviously the rook.

A piece is always stronger where you would have the option to sacrifice it for a lesser piece.

Typically the rook, but it depends on how active or inactive pieces are on the board. A rook that is blocked in by other pieces is not very effective vs an active knight.

Sometimes after a pawn has arrived at the eighth square the choice of a knight makes the checkmate.  So it’s a knight in that instance.
