If you are talking about an endgame where one player has just the Q and K, and the other player has 2 R and K, the player with 2 rooks should win. The only way the player with the queen can overcome this, realistically, is to fork the two rooks and eliminate one. It's easier for one of the rooks to make a skewer or pin and good-bye queen (even if it costs you one of the rooks). Then you have a basic R+K v K endgame and you know how that should turn out.
In middle games, the two rooks are theoretically better, but the existence of several other pieces on the board (blocking lines and such) can change that.

Has nothing to do with open lines. Are they coordinated? That's the question you have to ask.
There are plenty of open lines - b-file, f-file, a couple of ranks, etc. But Black's likely losing because his Rooks are discoordinated!

how about 10 queens LOL (I had a game on cool math where I had 5 queens bc my opponent didn't have pieces to stop my pawns).
