It depends. If Queen vs 2 rooks with pawns, usually queen. Without pawns, 2 rooks usually can outnumber the queen. Both can occur in endgames.

I would say that two rooks are more powerful when they are connected

It depends.

Material: queen (9 pawns) vs. 2 rooks (10 pawns): winner: 2 rooks

In open games I vote for 2 rook as they can control more space and provide much more tactics chances covering each other.

In a bit closed games I would probably prefer a queen due to it's ability to move diagonally and enter some spaces not available to rooks.

everyone see this game it is a chesskid blitz game

in this game i was black

and it was queen vs 2 rooks

here i sacrificed 2 of my rooks just to destroy his king's safety

so by this i kept some checks and in which he played a blunder by which i forked king and queen and won the game

so here we can say that queen is better than rooks if the king does not have safety

i would still say that two rooks are stronger but only if they are connected, because otherwise like in the game you posted the queen can cause a pin or fork and you will lose the rook.
