Looks like it to me. After f3xe4+, looks like white is winning, with black down a bishop.
1.f3xe4 Kxe4 2.Rc5 Kd4 3.Ra5 Kc4=
So it's a draw?
Hmm, I gave this position to Stockfish, and apparently fxe4 is not the best 1st move......
White is definitely better, but maybe black can get the draw with exact play. Perhaps white can hold on to the pawn and promote though, it will be difficult

Maybe 3.Bd2 Ra1 (3...Re3? 4.f4 is now good) 4.Rc5, but after 4...Rd1 I can' find a sure way to make progress for white.

But what if Black play 3...Re3!
3...Re3? 4.f4 does not work with the white king on f7.
But after 3...Ra1 3.Rc5 Rd1 I see nothing special.
