I hope you are kidding.

Chess is several thousand years old, and it slowly evolved through the centuries. No one "invented it", and even if you could identify some guy in ancient India or China, that person certainly wasn't the "owner". Modern laws of ownership came centuries later. Not to mention copyright.

While chess has evolved over the centuries, the current copyright owner of chess is Garry Kasparov, also known as "Gary Chess". He acts more as a steward of the game, not taking a profit (mostly) and keeping it largely unchanged aside from some minor rules about draws. If he did make major rule changes, I suspect many such as FIDE and Chess.com would ignore it, however legally speaking the official rules of chess is what he as the copyright owner decides. I'm not sure why no one in this discussion has mentioned this, I suspect many don't know this fact, but I hope this has fully answered your question.
