"Who owns chess?" - No one.

"Who has the power to change a rule?" - This is a tricky question. People might say FIDE or USCF but they can only enforce it in their tournaments. In fact there are certain rules that vary between FIDE and USCF. But undoubtedly if, let's say, FIDE decided to remove en passant or double move of pawns, they would face backlash, so it wouldn't happen. So unless society decides to create a hive-mind where everyone agrees on changing chess, the rules aren't changing anytime soon.
