@ Jammy - Some do, some don't. Are you referring to the computer on this site?
Because it is programmed not to do so. But I played once here againts computer which resigned to me. See thread: http://www.chess.com/forum/view/chess-players/looking-for-players-of-all-levels And there post #9.
No, actually, I was playing one of the computers on this site on Live Chess, and it offered me a draw.

Also, I am pretty sure a computer can offer a draw. Not sure about resign though.

I think I saw it in one of NM ChessNetwork blitz games against Computer4-IMPOSSIBLE.
