Well, plateaus can be reached and maybe you have reached your high.  You might not ever improve above what you are.  Just make sure you have tried everything like books, teachers, know your weaknesses and study them for weeks.  A lot of chess is memorization of "types" of positions so tactics training helps if you do a ton of them.  Last of all, if you have tried all those things DO THEM AGAIN!  the more you do the better you will become. 

It's mainly a question of how much of your life do you want chess to be??  I think you know exactly why you are stuck, but are hoping for an easy out.  Just remember (and of course this is a personal opinion) the better you become at chess the worse you will become at life! lol, but I joke.

I am just curious actually.   I play Bridge too but Plateaus are rare with Bridge.

But then again that is probably because of the difference between Board games and Card Games

your tactics might be holding you back. but it could also be the endgametecnique or middlegameunderstanding or openingknowledge or many things. you should consider taking a personal chesslesson with a good trainer. he will point out what you need. yes its expensive but one or two times might be enough:)

Word of experienced players from the USCF was that after 10-15 tears of development you are unlikely to progress on your own.  Perhaps lessons with a master or working with friends to shock you out of your routine?
