Ratings can't be compared across different player pools.  Inflation/deflation refers to variation in ratings across time within a single player pool.

Probably because it neutralizes the opponent's calculation ability so judgment and planning become most important.  OTB you need to calculate in your head and analysis boards don't have retained image errors or the need to hold a position in your head five or six moves down the line to properly judge.
