Because it is not checkmate. White can put Knight and Queen between the Rook and the King and in that way cover the King.
After doing a puzzle wrong, you can analyze the position first by yourself and after that you can also use engine to help you if you stuck somewhere, that is the best way to find out why your solution was not the best move and your tactics will improve quicker
