From what I've heard, it's possible to program an engine to automatically make moves for you, without you having to do anything.

So that multiple games can be scheduled in 1 day. In the really old days, Morphy's time, they didn't use clocks. But you only played 1 game each day. Morphy had games go 15 hours where his opponent spent 12 of those 15 hours.
However, in this day and age, multiple rounds are scheduled in 1 day. Let's say you schedule 2 rounds for 12pm and 7pm. Let's say you are allowing an hour to eat. You need a time control that will put a hard stop at 6 hours. For example, 40 Moves in 2 Hours followed by Sudden Death in 1 hour. That's 3 hours for White, and 3 hours for Black, and therefore the longest the game can take is 6 hours.

Oh. Any decent Windows developer could create this.
All they have to do is build the parts that deal with reading the screen and moving the pieces.(both of which are quite doable) There are plenty of great engines out there. They would just need to choose one and have this GUI communicate with it.
