people from there dominate chess, why is that...

i mean i know chess is popular there, but there always rated the highest players.....

for instance in candidates 2013, magnus is the only one not born in a former soviet republic

A culture that worships chess instead of football.

And, state sponsored chess players for many years.

They actually quite like to play chess too! As simple as that. Playing the game chess/football whatever produces talent.

Years of state sponsorship built a tremendous network of coaches and trainers, who refined their training methods over many years. Even though the state sponsorship has gone, the old system of spotting promising youngsters and coaching them, then passing the most promising students on the established trainers still functions. In fact, with the collapse of the state system, these trainers probably aggressively recruit promising juniors.

Add to this the fact that the career of chess grandmaster is still a relatively  respected career in the old Soviet Union, you can see why the old machine still keeps working.

So...aliens?

No that would be totally implausible.  Rather aliens used Comet Elenin as a transceiver to communicate the secrets of chess to him, hence his recent dominance over the past few years.  And people would call me crazy.  Your idea is poppycock.
