Why do people offer draws when in a completely losing position?

I just played a game where I was up a king, queen and 4 pawns (one of which was about to promote with no way to be stopped) against a king, queen and 2 pawns and my opponent offered a draw. I of course declined it and went on to win. This is not the first time someone has offered a draw in a totally losing position against me. Why do people do that? Are there actually people who would accept the draw? Would they do this in an OTB game? Seems like a pointless waste of time to me.

I usually don't offer or accept draws tho, except with friends

Some possible answers: 1. They are childish or arrogant 2. They enjoy the mind game aspect of the game and are being cheeky in a playful sort of way 3. Are there cultural differences sonetimes?

Most of them do that because they have nothing to lose. I don't see them do that in OTB

stupid kids just spam draw ofer you, good thing there is an option to not see them for the rest of the match
