Why do some people don't resign ?

Welcome to the world of Internet Chess. Anything goes as long as the game is played within the agreed parameters. I believed the issue here is "Respect" and Doesn't have anything to do with rules. Don't expect respect ( as in resign) be given to you always even on the professional level. "GM Get Checkmated" and did not resign. Does that mean that GM was disrespectful to his opponent? Absolutely not! Play it through and finish the game. You have all the opportunity to end the game, but yet you chose to wait it out looking for that "Respect"? In my opinion, it is You who wronged that person for not ending the game as you should have. You chose that option and should not complain about it.

It's always slightly amusing to see quick moving opponents suddenly slow down in utterly lost positions.  I'm the opposite and would rather get my defeat over with as quickly as possible.

According to FIDE Rules:

 

resigns: 5.1.2 Where a player gives up, rather than play on until mated.

5.1.2 The game is won by the player whose opponent declares he resigns. This immediately ends the game.

5.2.1 The game is drawn when the player to move has no legal move and his king is not in check. The game is said to end in ‘stalemate’. This immediately ends the game, provided that the move producing the stalemate position was in accordance with Article 3 and Articles 4.2 – 4.7.

I.6 If prior to the resumption the game is agreed drawn, or if one of the players notifies the arbiter that he resigns, the game is concluded.

What an odd topic. Black has just made his last move. White can now perform the check mate but doesn't perform it???? Black must have been very puzzled, he might think "doesn't white know that he can perform a check mate since he spends so much time on this move?". Who would guess that white is waiting for black to resign in this situation? Dragging out a game when you know you can just check mate right away is indeed very weird.

#9 you have it wrong. It was his turn to play and win. He waited for his opponent to resign.
