OTF is ok, the problem is that many users dont care and usually put trash anywhere except OTF without consequences, "good moderators will move that trash to OTF themselves, why would I bother". I would delete these threads instead of moving, perhaps in this case users would start creating threads in correct forums

Anyway, everyone can see the list of forums and select the most suitable to create their thread in. But instead many users dont bother and put everything in General Chess Discussion etc

Yes. Indeed. There is no need to have off topic forums. The instances of racism in many of these forums is insane. The trolls are everywhere. You can't even try to confront them... they say racist stuff about you. The off topic forums have became a safe haven for them. People ask random stuff, somebody says something racist and it goes on and on. In my opinion, we seriously need to look into the racism issue in chess.com...
You can actually do web forum interface on the app
Go to leagues, find someone who posted threads before, click into it via activity, press the forum button
