Working on an 1.e4 "repertoire"

 I am trying to build my own opening repertoire and am looking on tips for improving it. This is intended to be a repertoire for the beginner level basically.

Scotch Game against 1..e5 ranging from variation to variation

Panov attack against 1..c6 

Those are the only two moves that I am actually trying to play a particular opening against at the moment.   I will say that I don't like the main line sicilian and I seem to get better positions playing 3.nc3 as opposed to 3.nxd4

I've been experimenting with other defenses to 1.e4 but haven't found a particular opening that I prefer against them as opposed to 1..e5 and 1..c6 

 I always try something new on some of the not mentioned openings like the french defense and I'm not sure if that is a bad thing or not.

Is this an okay opening plan for a beginner? 

Do I really need a set plan for every main opening? Or will a basic understanding of the main lines suffice?
