Why would you play 1.h4 if moves like e4 and d4 are proven to be better? playing something like that is like starting a football game with 1-0 for the opponent. Depends who are you playing against. If you play it against a very strong opponent or the computer then maybe you are right.
But in most cases playing h4 against a human is very far from being down to 1-0

It's like conceding a free kick on the edge of the box. If the opponent is good he has a chance to score.

If you like playing worse moves go ahead and keep giving your opponents chances, I bet they would love to play against 1.h4 :)

Well, the problem with 1.h4 is that black can play d3 or d4 and prevent 2. Rh3. The same can be said for Ware opening, 1. a4, but with e3 or e4.
But if you see the statistics here on chess.com, the win rate for white in Ware/Kadas opening is absurdly high (~ 42-44% white wins). It is higher than any other opening, but it is obviously because it is played much less.
Openings are the last thing to worry about if you wanna improve.
