Mute is always temporary, you have to block them to make it permanant. You can find blocking on settings.
A mute in club will only last for 1 hour?

If we block a ppl, we still can see they're post/talk to them in clubs.

If you're an admin and mute the member in a club, they should stay muted until unmuted as far as I'm aware.
