What is the reporting policy on members who abandon games when they start losing? It happens frequently enough that it's become a nusicance and time waster for me, and definitely one of the downsides of this site.

There have been complaints from those who are sanctioned due to having poor ISPs. Intentional abandoners have not made it known if they were caught.
Well you get rating pts for these games even though in many cases the pts are undeserved if you did not have a clear-cut win. BTW are you referring to live and/or turn-based games?
So is there any point in reporting such behaviour? If so, how does one do so? The system seems to allow reporting of cheating and abuse, but not of silent rudeness.

Well, the help page "What should I do if another member is rude or abusive?" says:
"Unfortunately, we cannot police every word said between every member on the site - nor can we save every word of every chat in our database. Therefore, we have created some tools for you to manage your relationships with other users so that you do not have to tolerate abuse. If someone makes a comment to you that you don't like, here are some things you can do ..."
This seems to imply that "abuse" is understood to mean abusive words. Now it may be that abusive words need to be reported whereas rude behaviour (such as letting your time run out rather than resigning) is automatically picked up by the system. But, if reporting such behaviour is going to help discourage it, I'd like to report it.
10...Qb4 gets the queen off the dangerous a1- h8 diagonal and attacks White's bishop on c4. Black has to avoid the passive 10...Qb7, as then 11.Bxf6 exf6 12.Nd5! gives White a strong attack. Perhaps the odd looking 10...Qa3 is playable.
Note that 10...e5?! instead is quite risky. White then has many options, but the straight forward 11.Rb1 Qa3 12.Rb3 Qa5 13.Be3 appears the best. Then White earned an edge in Bosch-S.Polgar (1997) following 13...Be7 14.Bg5 Qc5 15.Bxf6 Bxf6 16.Qf3. Black faces a difficult task getting his pieces to good posts in this line.
