My guess is that the site would only allow someone back if they applied and support permitted it. I suppose there could be reasons to approve a new account. Perhaps there is no actual set answer to 'how many' second chances one might get.
But...if said person in no way indicates who they (were), they might be able to get a new account. I would think however that if someone is 'tech-savy' (as someone I am thinking about touts) they could get their account through so they could (possibly) engage in behaviors similar to those resulting in previous ban(s).
I don't need to know what to do or what not to do...my question is simply: How many '2nd chances' does the site give to people whose account has been closed 'for abuse'?
