Asking other members to report someone isn't allowed and you should report them directly to staff.

Accounts aren't closed for aborting a couple of games

This includes prohibiting things like using computer assistance in your games, allowing someone else to play on your account, and playing rigged games. Doing things like that will lead to your account being closed.

There are several ways to violate fair play rules; sandbagging (intentionally losing games to lower your rating), allowing someone else to play on your account, rating manipulation (playing rigged games against yourself on another account) and more.

But the most common one is using computer assistance in your games.

All of these are considered cheating, and people get banned for it.

How would you know there was no funny business? Aside from the terrible rating. I'd want to at least be able to pretend I was an Expert or Master.

That's a fair play ban, and from a glance at the games it looks to me like he was cheating pretty blatantly.

He should contact support and ask for a second chance in a new account.

Also, make sure that even if you share phones, that you never share accounts; you should each have your own account and never play on the other person's account.
