Am i Sandbagging?

i offer draw sometimes when i don't like the position or when i feel that the game is gonna be slow & drawish and when i miss a move which i believe, was the best.Im least concerned bout rating points & i try to play people of all rating levels. So my question is offering draws when i feel like it, is considered as sandbagging? And if so how can you offer a draw if you are bored of the game & that it wouldn't considered as sandbagging? Im new to the term sandbagging & i was never accused of being one by any of my opponents.

No its not. If you feel you made bad moves, missed a better move etc it is your choice to offer a draw or resign, its not sandbagging :)

I believe sandbagging is when you intentionally make poor moves in order to lose games. So no you're not sandbagging but perhaps you are being a little overzealous with the draw feature. Missing a move is not really a good reason to offer a draw and I don't see why your opponent would want to accept a draw when they would likely have an advantage.

Sandbagging as I've come to understand it over the years, and I've played 195 rated otb tournament games over a 22 year span, is when you pretend you're less skilled that you really are by deliberately keeping your rating lower than it should be in order to win money in class sections. It doesn't even mean you lose games on purpose, you might not try hard to win. Less than expected results (based on your rating) in a number of tournaments would do the same and not being obvious about it. Thats just what I've learned from others in the chess tournament world over time.
