How can I bring up an analysis board to practice some moves other than during a game? I don't want to start a game just to get a fresh analysis board.

Create a blog entry. Insert a board. If you wish you can save the blog without publishing or delete.

Thanks, didn't know that, but the problem is that with this solution the board doesn't follow the rules. You can just move whatever you like. Is there an alternative option?

This is the same method used to put games and puzzles in the forums.

Try again until you will see a button "Enter Moves".
