Home > Account > Profile. At the top of the list, you'll see, Avatar. Click the Browse button and fish out a picture in your, My Pictures folder.

If you need to reduce or crop the picture before using it as an avatar, right click the picture, open with Paint to crop or resize (Image tab). Then click on File > Save as > (Name, JPeg), resave to folder.
